Through no fault of their own, more than 36,000 children in San Diego County were the subject of abuse and neglect referrals last year alone. For many, the child-welfare system becomes the unintended epicenter of lifeong struggle: a pipleline to teen pregnancy, addiction, homelessness, and incarceration.
